Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties, including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional age youth, seniors, and other special populations such as individuals with disabilities.

Job Summary: The Youth Employment Programs builds career awareness and provides employment support for youth aged 16-30. Through career exploration, work readiness training, and employment, the program will provide youth with internship experience, skill-building supports, and exposure to career options and pathways. Programs funded The State of California, The City of Oakland, as well as managing participants under the California Advancing and Innovating Medical (Cal-AIM) Initiative, which provides comprehensive care management to address both clinical and non-clinical needs. The case manager provides job readiness workshops, career counseling, outreach-recruitment for participants & employers, provides ongoing support to these individuals, performs leadership development activities, follow-up and retention services. The position requires outreach work, workshop facilitation, educational resources, work site development, life skills, and case management. This position reports to the Program Coordinator.

Roles and Responsibilities:

  • Plan and conduct major community outreach, attend resource fairs to recruit low-income Oakland residents, out-of-school youth from 16 -30 of age, who are not working and not in school.
  • Contact youth, explain about youth employment programs, and invite them for orientation.
  • Provide intensive direct services to youth, including: intake assessment, certify and obtain supportive documents for enrollment into the program, orientation for youth and family members, and information referral.
  • Develop Individual Service Strategy (ISS) Plan, Objective Assessment to identify career goal and make appropriate referrals for post-secondary education/vocational training
  • Conduct job readiness workshops and assist in the development of curriculum for new modules that integrate best practices in the employment and youth development fields.
  • Provide one-on-one counseling and assist youth with worksite placements
  • Cultivate, build trust, and maintain business relationships with employers and other community service providers.
  • Target prospective employers with job openings at reasonable starting wages with fringe benefits for youth participants.
  • Community Support: Services to address members’ health-related social needs to improve health and well-being.
  • Assist in organizing the annual youth leadership empowering conference.
  • Identify career exploration, labor market information, career panels with guest speakers, field trip, career fair, job referrals, and respond to workforce needs.
  • Data input, keep track of all activities including CalJOBS, CitySpan, Apricot, Care Management System (CMS).
  • In-house tracking system, daily log, case notes, and all other activities follow program policy and procedure.
  • Conduct worksite visit, follow-up subsidized/unsubsidized job placements, job retention, and supportive services.
  • Represent LFCD at local collaborative community meetings, attend all the required trainings, employment-related meetings, or conferences as assigned.
  • Other duties assigned by the Youth Coordinator

Requirements and Qualifications:

  • A Bachelor’s degree in social work, business, or another related field is highly desired, or a minimum of 2 years’ relevant experience in youth services and/or counseling.
  • Have experience facilitating multiple workshops, coordinating community events, and providing one-on-one comprehensive case management.
  • Effective verbal, listening, and written communication skills. The candidate must be able to work with diverse populations, cultures, and families (youth, adolescents, parents, and elders, families), each with varying needs.
  • Good organizational skills, attention to detail, and ability to multitask. Good analytic skills, critical thinking skills, ability to create accurate and insightful data outcomes and evaluation (strong Excel, Word, PPT, data system such as CalJOBS).
  • Creative, dedicated, energetic, organized, and motivated with youth and client tracking and record keeping.
  • Demonstrate ability to work with in and out of school youth of diverse ethnic and social backgrounds, and motivated in career counseling and coaching.
  • Ability to work late or on weekends as needed for program-related activities.
  • Bilingual in Chinese, Spanish, Arabic, and Tigrinya is highly preferred.
  • Work effectively under pressure, manage time management, and able to work as a team.
  • Proficient in Computer skills: MS Word, Excel, PowerPoint, database management, and Internet Explorer.
